The Mianyang Dog Riding Management Regulations (hereinafter referred to as the "Regulations") has passed the review and approval of the 35th meeting of the Standing Committee of the 13th Provincial People's Congress. 2. Other prohibited dogs are prohibited from raising adult dogs with a height of more than 60 cm. (The standard for determining adult height is: the distance from the highest point on the shoulder to the ground when standing, as shown in the figure below.) The Regulations stipulate that if the dog is raised and banned in the key management area, the public security organ shall order the dog to correct the problem within a time limit, and each one shall be fined not less than RMB 200 and not more than RMB 1,000; if the dog is not corrected within the time limit, the dog shall be confiscated. According to the content of the Regulations, dog owners who meet the requirements shall apply for dog breeding registration within 30 days from the date of obtaining the dog immunity certificate. The public security organs of the people's governments of all counties (cities, districts) shall register within five working days after receiving the application, collect dog biometric information, and issue dog license plates and dog breeding registration certificates. Electronic identification marks are encouraged to implant in dogs. According to the annex to the Regulations, if other dogs have been raised, they shall go through the registration procedures within three months from the date of implementation of this Regulations. If they fail to register within the time limit, they will be dealt with in accordance with "If they fail to apply for registration within the specified time in the key management area, the public security organ shall order them to correct the problem within a time limit and impose a fine of not less than RMB 200 and not more than RMB 1,000; if they fail to correct the problem within the time limit, the dogs shall be confiscated." 1. Individuals raise dogs in key management areas, and each household registration and each fixed residence is limited to one. If the dog is raised in excess of the limit, the public security organ shall order the dog to correct the problem within a time limit, and shall be fined not less than RMB 200 and not more than RMB 1,000 for each dog that is raised in excess; if the dog is not corrected within the time limit, the dog that is raised in excess of the limit shall be confiscated. 2. Do not occupy public areas such as roofs, passages, green belts, etc. in residential communities to raise dogs. Violators are ordered to correct the violation and shall be fined not less than RMB 50 and not more than RMB 200. 3. Prevent dog barking from affecting others' normal lives; do not let go or drive dogs to intimidate or hurt others. Violators will be dealt with in accordance with the "Public Security Administration Punishment Law of the People's Republic of China". 4. Dogs must not be abandoned or abused. Those who abandon their dogs shall be ordered to correct the problem and shall be fined not less than RMB 200 and not more than RMB 500. 1. Wear a dog tag. Those who carry a dog without wearing a dog's license plate for the dog shall be ordered to correct the problem and shall be fined not less than 20 yuan and not more than 200 yuan. 2. Use a dog leash to lead the dog and the dog leash should not exceed two meters; people without civil capacity shall not carry their dogs out of the house alone; actively avoid pedestrians and shall not allow the dogs to move on public roads, affecting traffic order and safety; in corridors, elevators and other places with dense crowds, restraint measures such as embracing, wearing mouth covers, and putting dog bags into them. If an order for violation of the first three items is corrected, a fine of not less than RMB 20 and not more than RMB 200 will be imposed; if the circumstances are serious, a fine of not more than RMB 200 and not more than RMB 1,000 will be imposed. 3. Clean dog feces instantly. Those who fail to clean up the dog's feces in time shall be ordered to correct the problem; those who refuse to correct the problem shall be fined not less than RMB 50 and not more than RMB 200.
