According to the Premier League rules, there are only 17 people on the list who do not meet the standards of local players. Local players, that is, players who have registered for three full seasons (i.e. 36 months) at the FA or Wales affiliated clubs regardless of nationality or age, regardless of their 21st birthday or before the end of the season when they turn 21. The
